The Workforce
Investment Act (WIA) places responsibility on local Workforce
Investment Boards for the planning and usage of the funding authorized under
WIA, but by state policy WIBs are prohibited from being a program operator
using WIA funds unless specially authorized to do so by the Governor.
Following is an identification of the functional responsibilities under WIA
in the Southeast Region.
Workforce
Investment Board of Southeast Missouri
Responsible
for the fiscal administration and selection and oversight of program
operators for WIA adult, dislocated worker, and (with the recommendations of
the Youth Council) youth programs and other
contracted programs.
Acts as the fiscal and hiring
agent for the Junior Staffer Division of Youth Services Programs.
Coordinates
employer services programs and administers customized training programs for
new or expanding industries using Missouri Job Development Fund monies.
Oversees and
coordinates transportation programs using Federal
Transit Administration funds.
Oversees and coordinates Rapid Response services
in the event of a mass layoff or plant closure.
